An independent record of what Colorado health plans publish about their networks
TrustNav (trustnav.health) cross-reads the provider directories and rate files that carriers and programs publish against the federal and state public records behind them — and keeps every figure traceable to its source on the date it was read.
TrustNav is built and published by TrustNav LLC — Denver, Colorado, an independent firm and the legal entity behind the record. It is a small team — Ben Sobczak, who founded it and is accountable for the record, working with a health services researcher and doctoral candidate whose peer-reviewed work centers on access to care and equity in primary care, the domain this record serves.
It began with one question — can a health plan’s own published record be made answerable — and it starts in Colorado because that is where the proof is. The method is built to travel; Colorado is the first chapter, not the whole book.
TrustNav is not a carrier, not a consultancy, and not affiliated with any regulator or university. It reads only public and lawfully-obtained records, and withholds individual clinician names on every outbound surface — NPIs and license numbers are public verification identifiers and stand in their place.
The record is built to outlive any single operator. The method is published, every figure is checkable against its named public sources, and corrections ship as new sealed editions — so it is not a black box that depends on its authors, but something others can check, carry, and continue. A record you could only trust while we are here would not be worth trusting.

This record establishes what published sources said, when, and whether they hold up against authoritative references. It makes no adequacy determination, no compliance conclusion, no allegation, and no score. Where sources conflict or a record is absent, it shows the gap rather than resolving it by guess. Regulatory and legal determinations belong to the bodies that make them — this record exists so that when they do, every figure is already traceable.
