Know what the market actually said — and whether the evidence still supports it
Regulators need to know what the market actually said, when it said it, and whether the evidence still supports it. TrustNav independently reconstructs that record — dated, reproducible, from the filings and public files themselves — without making the regulatory determination. That determination is the Division’s alone.
What was filed, beside what was publicly observable after filing — aligned, filed-not-observed, observed-not-filed, each stated with its anchor.
Once a dated baseline exists, review only what is new, changed, restored or missing — instead of re-reviewing the whole estate.
Every figure recomputes from the underlying public record; exports carry content hashes and a tamper-evident signature.
Packets with append-only review logs your examiners operate themselves — the evidence file can be assembled before the examination begins.
Twenty Colorado Option plans filed in SERFF beside the observed public rate files: sixteen aligned, four filed-but-not-observed — each gap a data-call-shaped question stated with its SERFF filing anchor and revision date. The join is by HIOS plan id; an identification, never a conformance finding.

postures are coverage states of the record; whether any requirement applies or is met is the Division's determination alone.
152 certified PY2026 plans (the exchange certification dataset — not SERFF, and it says so) beside each issuer’s observed public rate files: one issuer supports plan-grain alignment, five publish at group grain without plan attribution — and two Cigna plan ids are absent from the observed files under both filed-side sources.
review program → published review record → carrier records → packets → review items → evidence and proof. Audience lenses (this page) and customer workspaces overlay that hierarchy — they never sit inside it.
An examiner opens a packet, exports the hashed proof, appends a review state — the evidence file can be assembled before the examination begins. Every packet carries an append-only review log, a proof export whose on-screen hash equals the download's, and the same closed finding grammar — lenses may reorder, translate, and contextualize. they may not alter evidence or mint buyer-friendly facts.
The record does not establish member out-of-pocket cost, provider availability, final plan value, clinical quality, or regulatory compliance. It composes published filing assertions, reference files, and workflow state — determinations belong to the Division alone. Declared voids today: complaints and enforcement history (operator-gated source, not loaded) · essential community provider data (loader dormant) · APCD claims (walled source).
Pick something we claimed, and we will show you how it recomputes from the public record — that is the whole first conversation.
